You may be right for the kind of intersections I was thinking of. In my town, this intersection [0] is apparently a roundabout, but, since it misses the sign, cars entering the intersection have the right of way as they come from the right. This will be changed soon, but it's been like this forever. If you don't pay attention to the fact that there's no sign, even a driver may not notice the difference (many local people usually don't). However, the one in the example on the wiki is clearly not a roundabout. In Turin and Milan there are frequent examples of such intersections [1]. It is just a road that happens to be circular in shape, with semaphores or stops along it. Personally, I'd never tag it as a roundabout. Otherwise, even this intersection [2] would have to be considered a roundabout with right of way to the right.
