Yes, although it's a cultural interpretation (that I share, FWIW). Actually saying kebab is fast-food is not that wrong, even if it sounds strange to me and others. But the main point of fast-food is fast-meal, and actually people have lunch in a fast food. But you don't go to a coffee or gelateria to have lunch, that's the main reason why ice cream places don't qualify as fast-food.
