Why does what matter? Compared to what? I'd like to know whether I can walk on a sidewalk, or walk on the grass in the right of way next to the road, or walk on the road, or not walk there at all. Each is a different situation which I'd be willing to do under different circumstances. It may be legal to walk on private property next to a road at least when a car's approaching (I don't really know, what if there's a "no trespassing" sign?).
