In practice, having two independent ways actually renders worse,
because they tend to criss-cross each other arbitrarily. In the
Australian case, we have administrative boundaries that follow roads
or rivers, that were imported from some government source. We have
then frequently traced out the actual roads or rivers off aerial
imagery.

I think it's still probably the best approach, but it's not ideal.
