The mailing lists have archives, and imho mailing lists are much more
suitable than a wiki for discussions...

There is 2 types of "new" tags effectively, those that would incur
major changes, eg highway=path and those that don't eg shop=toy

There needs to be a lot more scrutiny put on the first type than the second...
