In Rome there is a huge problem with abusive billboards (which are as
big (some are even bigger, because there is a law with a maxsize for
billboards, so everything bigger is most likely abusive) and
legal-looking and illuminated as others but do not have concession /
permission). Would be nice to have a map for them (beeing already
around 32.600 legal ones* and probably more of the abusive ones this
will be quite some effort ;-) ).

For the tagging I'd advocate for "advert" as suggested by the OP. A
general sign-tag is IMHO not the right rubrique because
1. e.g. flags as also suggested, projections, etc. are IMHO not
fitting in the sign-category
2. there is already traffic_sign for traffic signs
