Great.  As you can see, the vast majority of the time is spent
gathering the data, not inputting it into the database.  It makes
little sense to spend months surveying 3000-5000 houses, and then only
doing the data-entry for 1/15th of them (something which, if aerials
are available and the endpoints are tagged, should take on the order
of a few hours).

Interpolation is best for those times when you only want to *survey*
1/15th of the houses.
