Dunno - you certainly can get them via Amazon here in the UK. Just checked. I also checked and it is in essence a fork from bog standarded Android into new and wild direction. For a long time one could simply sideload android apps and I guess that will continue to be the case and is likely the way people get their apps. AndBible and others are in FDroid.
 
So, unless we hear the opposite (or unless someone gets such a device and can investigate) I think there is not much to do here.

The better question is: Does anyone at all in our community use it? I'm certain there are users of HarmonyOS in China with how large Huawei is. But are any of them part of our community?

The next iteration of HarmonyOS known as HarmonyOS NEXT was announced on August 4, 2023. Most of us probably haven’t heard of it before.
 
It would be worthwhile to develop a SWORD app for this and to make it available via the Huawei AppGallery.
 
Although earlier models could side-load Android apps, this will not be possible going forward.
