They were created by Tyndale House, Cambridge They are designed to be backward compatible with software that uses Strongs numbers. It looks like tyndale extended Strongs number and used the BDB LexicalIndex's w node entry as a reference (i would have expected to use the bdb entry id in BrownDriverBriggs but that does not seems to be the case).
