I'm not sure how cygwin interprets the path part... but if you drop the 3 off the end of that it should use the python 2 interpreter instead of trying to use python3. I simply prefer using python 3 these days so that's why I put that there. The script works fine with python 2 as well though. There is no need to install python3 if you don't want to do so. None of the import statements should cause it any problems.
