My (little) understanding of the Chinese language is that there is a
many-to-1 relationship between Traditional characters and Simplified
characters. (For STEP we used a open-source conversion tool to
automatically convert the translations. Then let our users proof-read the
automatically generated Simplified Chinese).

In terms of the original topic, I'm led to believe it's much easier to read
simplified Chinese if you are used to the traditional Chinese set, than
vice-versa. As a result, if you have the choice of both locales you
probably would want to default to the simplified character set (and I guess
the population is also that much bigger). For example my Taiwanese friend
can ready both character sets.

As an aside, there is an extremely good Crowd sourcing tool to facilitate
collaboration on translations called Crowdin: www.crowdin.net which is free
for open source projects. Allows you upload lots of screenshots, explain
your translation terms, workflow messages, roles of translators & proof
readers, etc.
