Perhaps. You should also have \c markers, including a marker for chapter one (\c 1) even in books with only one chapter. The script might also be expecting a running header (short book title) and main title for each book. There must be at least one paragraph-type marker (\p, \q1, etc.) before the first verse mark, but after the chapter mark. The correct order is like this:
\id GEN
\h Genesis
\mt2 The First Book of Moses,
\mt3 Commonly Called
\mt1 GENESIS
\c 1
\p
\v 1 In the beginning...
\v2 ...

A minimum set of USFM tags to include and support for just a "reader's edition" of the canonical text only should probably include all of those, plus \q1 and \q2 for poetry markup.
