It appears that the Masoretic text has some sort of paragraphing and sectioning. I would consider that such a paragraphing overlayed is the best way forward, rather than KJV data. It also seems that the NT was paragraphed from 4th century onwards http://en.wikipedia.org/wiki/Chapters_and_verses_of_the_Bible I am not sure where to obtain authorative data, but, it would be an interesting project.
