This is correct and is not a module bug, the RSV does not follow the standard verse numbering (i.e. the KJV verse numbering) rather it follows the more supported Jewish numbering scheme. The Psalms, in Hebrew do not have 'titles' since they are a form of oral poetry, their beginning is a title.
