In some of the Psalms in the RSV, it seems that the Psalm title is considered the first verse throwing off the number of verses in that Psalm off by one.
An example is Psalm 23: 1 A Psalm of David. 2 The LORD is my shepherd, I shall not want; 3 he makes me lie down in green pastures. He leads me beside still waters; 4 he restores my soul. He leads me in paths of righteousness for his name's sake. 5 Even though I walk through the valley of the shadow of death, I fear no evil; for thou art with me; thy rod and thy staff, they comfort me. 6 Thou preparest a table before me in the presence of my enemies; thou anointest my head with oil, my cup overflows. [ (Psalms 23:7) Surely goodness and mercy shall follow me all the days of my life; and I shall dwell in the house of the LORD for ever. ] In my view, it should be this way: 1 <<A Psalm of David.>> The LORD is my shepherd, I shall not want; 2 he makes me lie down in green pastures. I have two printed copies of the RSV and the Psalm title is not considered a verse. This happens in Psalms 3, 4, 5, 6, 7, 8, 9, 11, 12, 13, 14, 15, 16, 17, 18, 19, 20, 21, 22, 23, 24, 25, 26, 27, 28, 29, 30, 31, 32, 34, 35, 36, 37, 38, 39, 40, 41, 42, 44, 45, 46, 47, 48, 49, 50, 51, 52, 53, 54, 55, 56, 57, 58, 59, 60, 61, 62, 63, 64, 65, 66, 67, 68, 69, 70, 72. 73, 74, 75, 76, 77, 78, 79, 80, 81, 82, 83, 84, 85, 86, 87, 88, 89, 90, 92, 98, 100, 101, 102, 108, 109, 110, 111, 112, 113, 120, 121, 122, 123, 124, 125, 126, 127, 128, 129, 130, 131, 132, 133, 134, 138, 139, 140, 141, 142, 143, 144, and 145. Also Rev 22:21 is repeated twice.
