Re. the original question: when I compute A/B matrices (for Core Sound 
or others), the gain is such that the four virtual capsules that make up
B-format will have the same (on-axis) sensitivity as the real A-format
capsules (in practice the average of those, they are never exactly equal).
So A and B levels should be similar, +16 dB more for B-format is certainly
not normal.
