Any wave file in more than two channels really needs to be in WAVEX format; writing a non-standard file extension does not do this.

For an alternative solution, there is also the CDP MultiChannel Toolkit (Win32, OS X), which not only enables you to assemble proper WAVEX files (with appropriate channel masks) and AMB files, it has two "simple but effective" b-format panning programs which will do a fixed or rotating pan (in either direction):

Being command line programs, you can script them in a DOS batch file, bash shell script, or drive them from Python, Perl, tcltk, Ruby, etc, even Matlab, to automate a multi-step process.
