The "tascar toolbox" (http://linuxaudio.vegri.net/, see also LAC2012,
http://lac.linuxaudio.org/2012/speakers?uid=10) has some 3rd order tools
based on code from Jörn Nettingsmeier and Fons Adriaensen, and some
horizontal only arbitrary order tools based on a paper by Martin Neukom
(Ambisonics Panning, AES Convention 2007). All GPL (LGPL where
possible). However, still alpha stage - it works fine for me, but
documentation is minimal. Ok, and it is C++, not C.

I think the arbitrary order code of SoundScapeRenderer is based on the
same paper.
