Be aware that the start of this thread is nearly 2 years old - some details might have changed a bit in that time.

The setting you describe only applies for emails which don't indicate the encoding in the message headers. Most will include that information these days. See my previous reply on 22nd December 2020 for a possible workaround and reference to a bug report which may be related to what you're seeing (if the workaround doesn't work, you may have a different issue, e.g. if the sender's software might have included the wrong encoding in the message headers).
