With my configuration --
        Windows 7 Ultimate
        SeaMonkey 2.46
        Thunderbird 52.1.1  --
I can select a mail-to link in a Web page displayed by SeaMonkey and get
a Thunderbird compose window.  To do that, I had to take the following
steps:

1.  For SeaMonkey, I set the preference variable
network.protocol-handler.external.mailto to "true".

2.  For Thunderbird, I checked the checkbox for making Thunderbird my
default E-mail application when I installed Thunderbird.  For an
already-installed Thunderbird, I think (not sure) that same preference
variable should be "false".

3.  For Windows, I used Set Default Programs to select Thunderbird for
E-mail and newsgroups.  In Windows 7, I reached Set Default Programs by
first setting my Control Panel to view ALL items.  There, I selected
[Internet Options > Programs > Set programs > Set your default programs].

I believe #1 and #3 are necessary.  #2 is a good thing, too.

Consider:
*  Most state mandate that drivers have liability insurance.
*  Employers are mandated to have worker's compensation insurance.
*  If you live in a flood zone, flood insurance is mandatory.
*  If your home has a mortgage, fire insurance is mandatory.

Why then is mandatory health insurance so bad??
