not the Thunderbird info.
I ALREADY have Thunderbird set as suggested.
It is the Windows instructions, these are for some previous version of
windows.
If I follow then I get to the first Windows screen that does not have
what the web page says will be there.
If I fiddle and try to find what I think is the same Windows interface
the second web page item is NOT there.
The web page does not address Windows 10.

It would be better for you tu use SeaMonkey for Newsgroups AND for mail.
SeaMonkey have been created for that and it works correctly. (and
more... SM mail client is based on Thunderbird application)
I too use SeaMonkey for browsing and Thunderbird for E-mail, RSS feeds,
and newsgroups. When I switch profiles in SeaMonkey -- which I do often
-- I do not want to lose my current E-mail or newsgroup session.
I use SeaMonkey instead of Firefox because I feel that SeaMonkey has a
far superior user interface.
I find the SeaMonkey browser to be very slow. But then I find every part of
SeaMonkey to be very slow. I use it for newsgroups because it is free as in
beer. I have alternatives for browsers. I'm thinking of paying for
something that works better for newsgroups.
