Can you confirm this is the actual string sent in your requests by observing the Network tab in the Developer tools (as seen on my screenshots)? Could you try appending SeaMonkey/2.49 to that, and see if it makes any difference?

I still get the 403 error.

Not sure. Likely not as I'm going via modem/router set up by my ISP, although it appears I have it set up for the local network on my laptop, and desktop machines. I'm still not convinced it's an IP related, as you seem to reach the site and it responds with an HTTP 403. What you get from executing (in a Command Prompt):

tracert scanmarker.com
