See my other reply to this thread. The problem appears with the Lightning string included in the UA header. I had experienced the same 403 Forbidden response initially, then I noticed I had Lightning/5.4 in my UA header. Removing it using the appropriate configuration the site started opening for me as most others state here – get a redirect to http://scanmarker.com/

User-Agent: Mozilla/5.0 (Windows NT 10.0; WOW64; rv:50.0) Gecko/20100101 
Firefox/52.0 Lightning/5.5

I did try that, but it didn't work for me. I'm using a Firefox UA to avoid problems with various Google websites.

FWIW, your UA string still contains "Lightning/5.5".
