I don't know for sure, but SM 2.12 probably should work under Win 10.
I'm inclined to guess that "not work" (whatever that means) may likely
be related to accumulated problems in the user profile. For that, trying
Safe Mode could help, or moving to a new profile.
In the meantime, I think it does need to be asked why he's continuing to
run 2.12.1 -- that one is a really old version, and among other things,
there's a bunch of security updates that have been released since then.
Although a SM release that old isn't as far behind on security updates
as Windows XP, it's the same principle, and a lot of security exploits
go through unpatched versions of software.
I strongly suggest upgrading to SM 2.35, although before you do so, make
sure that the user profile is backed up. (You can either use MozBackup
or copy the contents of $APPDATA\Mozilla\Seamonkey\Profiles.)
If there's still problems, try Safe Mode. I've found that sometimes that
a one-time restart in Safe Mode (with user prefs set to defaults) is
enough to clear some kind of odd setting in prefs.js, even if you don't
have any extensions installed.
If Safe Mode doesn't do anything, then I would seriously consider
creating a new user profile.
I think that the combination of Seamonkey 2.35 (and where new updates
are applied promptly) and a fresh profile should work well under Windows
10.
