I don't think that's something worth pursuing. Import/Export is not something a user is supposed to do regularly, so why have it in multiple places, especially the Bookmarks menu or button? I think the Bookmarks Manager is the correct place to have it. If there will ever be a central place for import/export (like for Thunderbird and different browsers), it should also be there, though. For example, Firefox trunk recently received support for importing from Firefox profiles in addition to Safari and Chrome (none of which SeaMonkey supports yet).
