I thought we changed all the tri-states to boolean flags.  I don't
want to re-introduce any for things which are controlled by GuiActions
because of the GUI / class state mismatch issues which inevitably
arise.  We have to think about scripting here too... which makes it
worse.

If CompassMarks were to take over the Q key, I would like it to
somehow suppress cardinals.  Handling plugin unload/reload here makes
it potentially more tricky too, hence my decision to simply drop the
key binding for now.

I'm working on the dynamic loading branch.  Once this is merged and
I've got a better handle on things again, I might re-visit the
CompassMarks key binding.
