Actually I got rid of this error and was trapped by this very similar one:

This error suggested that JRE wasn't installed, but I run java -version and
it succeeds (JRE 1.4.2).
echo $LIBPATH produces
> /usr/local/staf/lib:/usr/lib:

So STAFEnv was run correctly.
