Yes, we can use different sets, but in my case, it is too complex to manage.
Please imagine we have two RTPengine servers in USA. First located on the west,
second on the east.
At least, we need to map every state to one of the RTPengine servers. And it
will be more complex when somebody needs to process international calls.
A simpler way to use the distance between RTPengine and the client IP.
