Hey @sergey-safarov,

In order for `make install` to install the documentation for the modules, they 
have to build first. Since the generation of the docs is not included in the 
default target (see 
https://github.com/kamailio/kamailio/commit/8a37acb07317d42dc3254ae5ed47573d9afa055d),
 one should explicitly build them using `make kamailio_docs` while in the build 
folder.

If they docs have been built, then the `make install` will install the 
`READMES.module-name` where you have described.
