Construction Coordination Question

How does the construction industry in your market coordinate the following
items.
1. Fire Marshall (AHJ) will only approve 100%, no partial submittals for review
and will issue fines if working on a project without a permit.
2. Project requires BIM coordination.
3. Prime Contract accelerates schedule, starting construction as BIM
coordination is completed in an area, not as a whole.
4. If the fire sprinkler contractor begins installation with the accelerated
schedule, they face fines along with potential field modifications pending Fire
Marshall approval. If the fire sprinkler contractor awaits the completion of
the BIM coordination to provide 100% submittals for permit, the project
progresses without them, impacting installation conditions and additional labor
cost.

What say you?

Sincerely;
