The lack of a "carton", the commodity itself being stored on plastic
pallets, AND shrink wrapped leads me to consider this exposed. Please
note that if the shrink wrapping covers five sides of the commodity, -13
regards this as encapsulated, per §3.3.68 of the 2022 edition. See also
the annex to that section for some further information.
If you're still using the '19 edition, you can find this in §3.3.64.
And in the '16, it's in §3.9.1.11.
