Definition of a Mezzanine from National Building Code - Alberta *Mezzanine* means an intermediate floor assembly between the floor and ceiling of any room or storey and includes an interior balcony.
I'm sure whatever building code you're using in your area will have the same definition of a mezzanine. So NOT an obstruction, it's a FLOOR ASSEMBLY, so you would protect the floor below the mezzanine according to whatever hazard is present below it.
