It was my understanding that the arm over requirements were to mitigate the increased jet effect of the sprinkler at high pressure. I would imagine that the bracket for the flex drop would control that issue. As long as they are rated for the pressure you want.

In other words, since the common flex fittings are rated to 175psi in a bracket, attached to a ceiling assembly, can we go to 36" for 1" with more than 100psi at the sprinkler?
