This could be one solution. One could observe that if we need to propagate mid-point information across area boundaries, then we are beginning to reduce any (perceived) benefit of running multiple areas. Please note, I am not trying to state the need for any solution to this issue, just note that there are challenges with such an approach to the authors of the draft. If the intention of the draft is to recommend an approach to the SPRING+EL issue, then potentially such considerations should be taken into account when considering the technical efficacy of each of the options described in the document.
