Information about ikiwiki ACLs is at http://ikiwiki.info/todo/ACL/ The desired purpose of it isn't stated above, so I can't comment on the suitability of the implementation. At worst, the highest-level role could be responsible for controlling all publication until a suitable ACL is implemented. As I understand it, no users with access and time can create new users on the current system (Plone), so what other routes forwards are open?
