You might like to take a look at the ‘Makefile’ of the Blender documentation

It appears that they build the latex first before turning it to PDF

pdf: .FORCE
        QUICKY_CHAPTERS=$(QUICKY_CHAPTERS) \
        $(SPHINXBUILD) -b latex ./manual "$(BUILDDIR)/latex"
        make -C "$(BUILDDIR)/latex" LATEXOPTS="-interaction nonstopmode”
