Maybe.  Are you suggesting it's just a delay to see if the sender blasts 
everything out, like the filter to catch earlytalkers?  120 seconds 
seems like an amazingly long time for that kind of test, if it's 
deliberate.  I would expect a lot of clients to timeout before 120 
seconds (I think the default for Outlook Express is 90 seconds).  Even 
if they didn't timeout, a busy server could easily run out of resources 
with lots of remote connections just hanging open like that.

Without more information, my gut tells me it's probably an error on 
their end.  Something (e.g. rDNS, authentication, recipient validation) 
is taking a long time to finish or timeout, which is causing a delay.
