The HABEAS_VIOLATOR test is nice for those sites that also have SA do
network tests.  MINE DOESN'T.  

Don't assume that everyone running SA uses DNSBL checks in SA too.

So, I am not over-reacting.  I am dealing with a temporary annoyance for MY
OWN SITE CONFIGURATION and users.  Frankly, I'd have preferred to not have
to make any rule-related changes to my SA config because it was working just
fine without anything more than the default install and Bayes.  If/when
Habeas gets this straightened out, I will enable that test again.  

In the meantime, for my sanity, it is off.
