As others have mentioned later in the thread, you should still be 
able to set up a site-wide Bayesian filter using bayes_path and 
appropriate permissions.  

However, I would also strongly recommend that you look at the 
"ok_languages" and "ok_locales" options in the SA documentation.  I 
ran a bunch of your messages through my local SA setup, and every one 
I tried scored very highly (none less than 10, many over 20!).  
Though I'm using Bayes, the most effective tests for these messages 
appear to be things like CHARSET_FARAWAY, CHARSET_FARAWAY_HEADER, 
UNWANTED_LANGUAGE_BODY, etc.  Every one of the messages I tried got 
hits for multiple language-related tests with a combined score well 
exceeding the default SA threshold of 5.0, even discounting bayes and 
network tests.

One caveat--make sure you set BODY_8BITS to 0.  The test (which is 
enabled by "ok_locales" is broken and causes way too many FP's.
