No, it is not true.

Bayesian filtering will take place if
a) the option is on by default or specifically in *.cf or user_prefs, and
b) at least 200 ham and 200 spam have been learned (by auto-learn or
   manual)

To force Bayes filtering off, specify
> use_bayes   0
