If you switch report_safe on (and report_header off), then SA will
put the report in the body of the message, and only then will it
actually use the templates, apparently.  (I've only been
experimenting with this today, so if that's incorrect, I trust that
someone will correct me.)

Looking over the documentation and the code, it looks like the
template stuff is mostly legacy functionality, and add_header and
friends are what's used now.  It would be nice if the documentation
could be more explicit about this -- it's a big man page, and it
would be nice if it moved the (semi-)legacy stuff to a separate
section.
