That's correct. The rules and scores are tied up with the code in the Perl module itself. The only way to upgrade SpamAssassin is to move wholesale from one version to a later one -- you can't just pick and choose components from different releases and expect it to work. You can however add regexp-rules and scores, which you'll see discussed regularly on this list.
