We've considered it -- for now, the best thing to do is to manually report, which is hard work, or use spamcop.net, which at least automates a lot of the hard work. Working out *who* to report to, without falling for joe-jobs and spammer forgeries, is really quite hard -- nearly as hard as detecting spam in the first place.
