No, unlike whitelists, there's only *one* trusted_networks line with multiple networks listed on the one line... that's why the name is plural. See man Mail::SpamAssassin::Conf for details.

Your config winds up causing a single trusted IP... 127.0.0.1.. and nothing else

You want:

trusted networks 10/8 196.123.129.16 127.0.0.1



I'd question trusting 127/8... and obviously 10/8 overlaps 10.1/16.
