I was going to tell you that it's not a valid assumption, but in
checking the code it looks like you're right ...  What happens is
M::SA::report_as_spam gets called, which calls the learner, then calls
M::SA::Reporter::report which cleans the message and sends to razor/etc.

So please open a bugzilla ticket about this issue and we'll see about
getting that fixed for 2.62.  <sigh>
