The title of the page makes it pretty clear they are a windows installer for the open-source SA.

Their FAQ is even more clear.

--------------
What is Spam Assassin™?
Award-winning SpamAssassin™ (<http://spamassassin.org>http://spamassassin.org) is considered the industry's leading spam filter, always finishing as one of the top contenders, or even best, in all spam filter tests. No Spam Today! SMTP Proxy includes the version 2.60 of SpamAssassin™. Future updates of SpamAssassin™ will be merged into the distribution, once they are proven and stable. Updates of No Spam Today! are available to registered users.

Note: We do not sell SpamAssassin™, it's Open Source and it's free! SpamAssassin is a trademark of Deersoft, Inc.
The SpamAssassin open source project resides at www.spamassasin.org.

And note, SpamAssassin is not plain GPLed software, it's Artistic/GPL dual license (ie: you can use the terms of either license). Read the Artistic license before expressing concerns about license violations, it's significantly different than the GPL.
