What makes you say that? Could you post whatever details lead you to that conclusion?
If I force an expire (sa-learn --force-expire) or force a sync (sa-learn --rebuild), no errors are reported, so It happens when an opporunistic run is done. Maybe I'm mistaken, but for me, is what it looks like.
