I use the following rule with some success.  You should be able to
substitute your windows-1251.

header   RM_sx_iso8859  Subject:raw =~ /iso-8859-1/i
describe RM_sx_iso8859  Subject specifies display in ISO-8859
score    RM_sx_iso8859  1.473  # 1013s/33h of 39283 corpus; 1890s/39h of 53753 corpus
