The popcorn, weeds, backhair, and evilrules are meant to be replaced, not added. Other rules can just be added. The whole site will be overhauled. There are lots of great people working on that. evilrules12c.cf should work much faster then evilrules11.cf
The idea is for evilrules to stay fresh. I could cat all the evilfiles together, run uniq on them, and have a HUGE list for the last few months of spam, but if they don't use those hosts anymore, it isn't worth the performance hit.
