I use it a the postfix level to reject email at the MTA. It works brilliantly. (That is, spamd never has a shot at mail that hits cbl since I use it as a REJECT list).

The purpose of the CBL is to list open proxies (of all types) which
have been detected through spam traps.

It lists a lot more than that. It appears to list the whole dynamic class of IPs, for example.
